Who Conducts NEET-MDS 2026 Counselling?

NEET-MDS 2026 counselling is conducted by the Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS). MCC is the sole authority for the 50% All India Quota (AIQ) and for 100% of Deemed University seats.

The entire counselling scheme is completely automated, with no manual intervention.

ZERO Offline Admissions

Any admission or resignation taken in offline mode is invalid and fraudulent. The seat will be considered vacant.

Sole Authority

DGHS & MCC are the only authorities for 50% AIQ and 100% Deemed University counselling.

Navigating the Float Pathway: Online Verification

Candidate uploads scanned documents to the MCC portal within 2–3 days of allotment.
Institute Nodal Officer verifies documents online.
Documents valid: provisional seat confirmation, eligible for the next round.
Discrepancy detected (blurred, mismatched, missing): Document Verification Committee (DVC) raises a query — candidate must re-upload corrected documents within the stipulated schedule.
If re-verified correct: confirmed.
If still invalid: seat cancelled (eligible for the next round as per criteria).

Seat Resignation and Exit Protocols

Freeze Candidates (Physical Exit)

Must physically report to the allotted institute. Submit resignation within the MCC-stipulated time period.

Float Candidates (Online Exit)

Submit online seat-surrender request via MCC candidate login. Must be done within the stipulated schedule to be valid.

Universal Exit Rules Round 1: free exit available  ·  Round 2: exit permitted with forfeiture of the security deposit  ·  Round 3: NO resignation allowed — once surrendered in eligible rounds, you have zero claim on that specific seat.

Mapping the Seat Matrix Pool

50% All India Quota (AIQ)

  • Domicile-free.
  • Standard reservation roster applied (SC, ST, OBC, EWS, PwD).

100% Deemed Universities

  • Domicile-free.
  • NO reservations for OBC, SC, ST, PwD or EWS.
  • May contain Jain / Muslim minority quotas.
  • Requires a higher Security Deposit of Rs. 20,00,000 (applies even if applying for both AIQ and Deemed).

Internal Quotas: Central Universities (50% Split)

Delhi University (DU)

Rule: Must have passed final BDS from DU.

Deadline: Must complete the 1-year rotating internship by May 31, 2026.

Aligarh Muslim University (AMU)

Rule: Must have studied for not less than 3 continuous years at AMU.

Deadline: Internship completed between April 1, 2023 and May 31, 2026.

Banaras Hindu University (BHU)

Rule: Must have passed BDS from BHU specifically in March 2025.

Exclusion: Candidates who passed before March 2025, or are already pursuing MDS via internal quota, are ineligible.

The Conversion Algorithm (Round 3 Trickle-Down)

Conversion ONLY occurs during Round 3, after all eligible candidates in a specific category are completely exhausted.

NRI & OCI Mandates (Category Conversion)

Category I (Direct NRI)

Candidate, parent or real sibling is an NRI.

Category II (Indian to NRI)

Sponsorship by a first-degree NRI relative (uncle, aunt, grandparents, first cousins).

Category III (OCI)

2026 Supreme Court ruling: OCI cardholders treated at par with Indian citizens for UR and NRI seats.

Category IV (Foreign National)

Requires AIU equivalence and a valid visa.

Mandatory proof for conversion (Anshul Tomar Supreme Court case) Affidavit of sponsorship stating the sponsor covers the entire fee and living expenses, supported by an NRE bank passbook, plus evidence of bona fide guardianship verified by a competent revenue authority.

Persons with Benchmark Disabilities (PwBD) Assessment

Online eligibility certificate — based on functional (CBME) competency
Mandatory physical visit to designated MCC Primary Medical Assessment Board
Permanent UDID card (minimum 40% benchmark disability)
Critical AlertMust submit a self-certified affidavit (Schedule-I). Fake UDID cards or affidavits result in immediate seat cancellation and permanent debarment from NEET.

The Ultimate Document Checklist

These documents MUST be produced in ORIGINAL during physical reporting at the allotted institute.

Academic Proof

  • Allotment letter issued by MCC.
  • NEET-MDS admit card and score / rank letter issued by NBE.
  • BDS degree certificate OR provisional certificate.
  • Mark sheets of BDS 1st, 2nd, 3rd and Final Professional examinations.

Identity & Eligibility

  • Permanent / Provisional Registration Certificate (DCI / State Dental Council). Provisional is only valid if the internship is currently ongoing.
  • Internship completion certificate (must certify completion by May 31, 2026).
  • High school certificate (birth proof) AND a government ID (PAN, Aadhaar, Voter ID or Passport).
  • SC / ST / OBC / EWS / PwD certificates — in English or Hindi, or translated / certified by a Gazetted Officer.

Security Deposits: Refunds & Forfeitures

Refund Processed

  • Automatically refunded to the original payment source after ALL rounds of counselling are completed.
  • Applies if no seat is allotted or if free-exit rules are properly followed.

Forfeiture Triggers (Danger)

  • Failing to physically join an allotted seat in Round 2, Round 3 or Stray Vacancy.
  • Seat cancellation due to providing wrong information during registration.
  • Failing to produce original, valid documents during physical admission within the stipulated time.
